Designed for integrated processes rather than fragmented system landscapes

The Lower Saxony State Reception Authority (LAB NI) is responsible statewide for the reception, care, and repatriation of refugees—tasks that are often spread across multiple agencies in other federal states. The previous specialist system had been in use for many years and had proven itself in an increasingly complex environment. Over time, however, the requirements for flexibility, integration, and end-to-end digital processes increased. Different data sets, media discontinuities, and time-consuming coordination made it clear that a modern, future-proof solution was needed.

The vision: A modern, integrated system should combine all processes related to foreigner and asylum case management into a single platform—centralized, web-based, and future-proof.

The Solution: Low-Code at Its Best

In collaboration with Scopeland Technology, LAB NI developed a completely new, web-based application—I.N.A. (Integrierte Niedersächsische Ausländersoftware)—on the SCOPELAND low-code platform. Using an agile, phase-based process model incorporating design thinking elements, business users were directly involved in the development—“by employees, for employees.”

With I.N.A., Lower Saxony now has the most comprehensive specialized application for foreign nationals in Germany—a prime example of successful digitization in public administration.
The project proves that low-code technology can combine speed, security, and quality even in highly complex administrative environments.
Since its production launch in 2021, I.N.A. has been running stably in live operation and growing with the demands.
Thanks to low-code, the solution remains permanently adaptable, transparent, and efficient—a prime example of modern administration “made in Lower Saxony”.
