Low-code for modern digital radio management

A scalable administrative solution for the Authorized Body for Digital Radio in Lower Saxony (ASDN)

The Beginning of a Digital Success Story in Government Radio Communications

In 2010, the Lower Saxony State Police Headquarters began developing a statewide system to manage digital radio communications for the police, fire department, and other emergency services. The requirements for functionality, security, and flexibility were enormous—yet at the same time, the organizational structures were still being established. A traditional development methodology would not have been able to keep pace with these rapid changes.

Key points at a glance

Maximum security: A finely granular role, permission, and logging system for data protection and traceability.

High performance: Several hundred internal and external users work efficiently every day with stable availability.

Seamless integration: Interfaces with KVMS, ELDIS, Radio Manager, NeM-Tool, and the TETRA network, among others.

The Solution

Agility Meets High Security

Scopeland Technology, in collaboration with the Authorized Body for Digital Radio in Lower Saxony (ASDN), implemented a comprehensive solution based on the database-centric low-code platform SCOPELAND. The result is the Digital Radio Management System (DFM), which integrates complex interfaces with external systems such as KVMS, ELDIS, Radio Manager, NeM-Tool, the TETRA network, and others.

Low-Code in Practice

  • Business requirements tailored directly to user needs
  • Partial immediate deployment—even on-site
  • Flexible customization of UI and logic
  • Dynamic changes to the data structure—without traditional programming

Networking & Modules

  • Modules for devices, maps, locations, finance, and more
  • Integration with local governments, non-police agencies, and state agencies
  • Automated processes and consistent, centralized data management

Results & Benefits

  • Government-grade security: A comprehensive role, permission, and logging system ensures data protection and traceability.
  • Scalable performance: Daily use by several hundred internal and external users—efficient and stable.
  • Sustainable digitization: Automation, improved data quality, and reduced processing times.
  • Cross-state deployment: Successful expansion to Bavaria and Hamburg with location-specific hosting.
  • Seamless integration: Connectivity to numerous external systems and an intuitive UI increase user acceptance.
  • Transparent analytics: A customizable analytics environment ensures rapid insights.

To now, all requirements from the business units have been implemented and put into production in a timely manner—and in some cases even directly on-site in collaboration with the customer—a new methodological approach that would be virtually impossible to implement without low-code. It is particularly noteworthy that DFM has succeeded in balancing this dynamic pace of development with the project’s extremely high security requirements.
